The Planning Department is responsible for both rural and urban development control as specified in the Urban and Regional Planning Act. Under the Director of Planning, the department establishes the district's developmental roadmap through specialized units:

Attends to all administrative matters such employee welfare, daily running of the organization, all national events and all bureaucratic and legislative functions of the organization. This department is divided into two sections:

• Human Resource Section
This section oversees and attends to all human resource matters and employee welfare.

• General Administration Section
Oversees the daily administration of the organization and under general administration we have the
• committee section which is in-charge of the production of minutes for both committee and council meetings, facilitation and production of minutes and extracts/action sheets.
• Council Police
• Registry
• Secretarial
• general workers
• drivers.

The finance department is headed by the Council treasurer, who is supported by the Deputy Council Treasurer, District Accountant, systems analyst, assistant accountant, senior accountancy assistant and other accountancy staff.
The department is responsible for the collection and administration of funds on behalf of the Council. It has three sections namely;
• Revenue Section-which administers finances that are generated in from several revenue sources such as property rates, general revenue, personal revenue, personal levy, licences, billboards etc.
• Expenditure and final Accounts-prepares payroll and making various payments pertaining to plan, quarterly financial reports, maintenance of cash-books, ledgers and preparation of financial statements etc
• Information Technology Section- provides leadership in the design, development and maintenance of the council’s information systems and e-technologies. This section maintains customer relationships with all council staff to provide them with tools required in the performance of the Council

The planning department has eight (8) sections and these are:

1. Spatial planning
• Manages allocation of surveyed plots upon payment.
•Responds to applications for planning permission. conversion of tenure, subdivisions and consolidation.
• Site inspections and verification.
• Management of survey equipment.
2. Survey
• Placement and re-establishment of property boundaries, conducting road marking, preparation of survey reports, capturing and processing of spatial data for preparation of base maps and management of survey equipment.
3. Social-economic planning
• Planning of social-economic programmes in order to improve the well-being of the community, capacity building of community members, monitoring and evaluation of development programmes, preparation of projects proposals in order to enhance developmental programmes, research on prevailing socio-economic conditions recommended appropriate intervention and carryout all community development fund(CDF) activities.

4. Environmental Planning
• Review of environmental assessment documents in order to facilitate appropriate measures, and environmental education to solicit community participation in environmental management and conservation, monitoring and evaluation for compliance with statutory and legally set standards.
5. Building Inspectorate
• Carrying out building inspections, identification of illegal structures in order to facilitate appropriate interventions, receiving and scrutinization of building plans before planning permission is granted and demolition of illegal structures.
6. Public Health
• Enforcement of public health and other related acts. inspection of premises and monitoring of pollution levels in order to ensure adherence and compliance, inspection and sampling of meat and other foods in order to ensure safety for public consumption, plan scrutiny and certification of building plans, prevention and control of communicable diseases and certification of human remains.
7. DATF-Gender and HIV
• Interpret national policies and programmes on HIV/AIDS, TB, Gender and Human Rights to guide the mainstream of said programmes, coordination of all community-based HIV/AIDS, TB, Gender and Human rights, training, building capacity and monitoring the community-based implementing partners and community -based organisations.
8. Community Development
• Mobilization and engagement of community-based enterprises to ensure community participation in the management of solid waste, monitoring and evaluation of community-based enterprises and community sensitization and awareness.

Facilitate and supervise all government/donor-funded projects, maintenance, construction, and rehabilitation of all structures in the District. it has the following sections;
1. Water and sanitation
• Coordinates all water and sanitation programmes through D-WASHES in the District
2. Fire Section
• Safeguards life, property and render humanitarian services in the District. This section is also in-charge of issuing fire certificates.
