The Government of Zambia is advancing decentralization through the 2023 Decentralization Policy and Implementation Plan to overcome past challenges of centralized governance, weak capacity, and poor implementation. The policy strengthens local authorities by increasing resources, building capacity, improving fiscal systems, and devolving key functions and personnel. This effort is supported by the USD 210 million Zambia Devolution Support Programme, which operates nationwide to enhance local financial and institutional capacity and improve service delivery and citizen participation.
